(14) No saw, cutter head, or tool collar shall be placed or mounted on a machine arbor unless the tool has been accurately machined to size and shape to fit the arbor. This does not apply to constant pressure controls used only for setup purposes. 1910.133 Eye and face protection. 1910.125 Additional requirements for dipping and coating operations that use flammable liquids or liquids with flashpoints greater than 199.4 F (93 C). (2) Type 2 cylinder wheels means wheels having diameter, wheel thickness, and rim thickness dimensions. In no case shall a warning device of leather or other material attached to the spindle be acceptable. A recognized validation organization may voluntarily terminate its recognition, either in its entirety or with respect to any area covered in its recognition, by giving written notice to OSHA at any time. Shaft couplings shall be so constructed as to present no hazard from bolts, nuts, setscrews, or revolving surfaces. (56) Turnover bar means a bar used in die setting to manually turn the crankshaft of the press. The validation organization representative shall witness at least one set of tests. The provisions of paragraph (h) of this section shall apply to boltheading. Overhead horizontal belts, with lower parts seven (7) feet or less from the floor or platform, shall be guarded on sides and bottom in accordance with paragraph (o)(3) of this section. 1910.1012 Ethyleneimine. (29) Manual feeding means feeding wherein the material or part being processed is handled by the operator on each stroke of the press. b. The application need not be submitted on a Federal form. On both sides of the calender and near each end of the face of the roll, there shall be a cable or wire center cord connected to the safety trip. The validation organization may charge any complainant the reasonable charge for repeating tests needed for the resolution of disputes. Certification/Validation Program Requirements. The driving point of all friction drives when exposed to contact shall be guarded, all arm or spoke friction drives and all web friction drives with holes in the web shall be entirely enclosed, and all projecting belts on friction drives where exposed to contact shall be guarded. (a) When used in press operations requiring more than one operator, separate two hand controls shall be provided for each operator, and shall be designed to require concurrent application of all operators' controls to activate the slide. a. All manually operated valves and switches shall be clearly identified and readily accessible. (iii) Type 27A cutting-off wheels are designed to be mounted by means of flat, not relieved, flanges having matching bearing surfaces and which may be less than one-third but shall not be less than one-fourth the wheel diameter. (i) See Figures O-36 and O-37 and Table O-9 for minimum basic thickness of peripheral and side members for various types of safety guards and classes of service. A press consists of a stationary bed or anvil, and a slide (or slides) having a controlled reciprocating motion toward and away from the bed surface, the slide being guided in a definite path by the frame of the press. Projecting shaft ends shall present a smooth edge and end and shall not project more than one-half the diameter of the shaft unless guarded by nonrotating caps or safety sleeves. (2) Belt shifter means a device for mechanically shifting belts from tight to loose pulleys or vice versa, or for shifting belts on cones of speed pulleys. These guards shall effectively prevent the hands or fingers of the operator from coming in contact with the nip points. 1910.423 Post-dive procedures. The upper run shall be so guarded as to prevent contact therewith either by the worker or by objects carried by him. (5) Each wood jointer with vertical head shall have either an exhaust hood or other guard so arranged as to enclose completely the revolving head, except for a slot of such width as may be necessary and convenient for the application of the material to be jointed. The materials and dimensions specified in this paragraph shall apply to all guards, except horizontal overhead belts, rope, cable, or chain guards more than seven (7) feet above floor, or platform. (2) Safety trip, side. 1910.151 Medical services and first aid. The guard shall be constructed of heavy material, preferably metal, and the edge of the guard shall come to within three-eighths inch of the plane formed by the inside face of the feed roll in contact with the stock being cut. 1910.219 Mechanical power-transmission apparatus. The manufacturer shall design, evaluate, test and certify, and the third-party validation organization shall evaluate and validate, that the PSDI safety system meets appropriate requirements in the following areas. The validation organization shall assign overall responsibility for the validation of PSDI certification to an Administrative Director. Upon request, the employer must make available to that office all tests and analyses for OSHA review. When the periphery of the blades of a fan is less than seven (7) feet above the floor or working level, the blades shall be guarded. 1910.1002 Coal tar pitch volatiles; interpretation of term. (48) Safety block means a prop that, when inserted between the upper and lower dies or between the bolster plate and the face of the slide, prevents the slide from falling of its own deadweight. (4) Guards for horizontal overhead rope and chain drives. Analysis: We suggest conveyor safety nets and other safe guards for overhead conveyors, even those with relatively light loads, unless the conveyor is guarded by location. (v) The route followed by the oiler is protected in such manner as to prevent accident. (ii) Where suspended counterweights are used and not guarded by location, they shall be so encased as to prevent accident. (12) Upsetters (or forging machines, or headers) type of forging equipment, related to the mechanical press, in which the main forming energy is applied horizontally to the workpiece which is gripped and held by prior action of the dies. The guard shall automatically adjust itself to cover the unused portion of the head and shall remain in contact with the material at all times. (57) Two-hand trip means a clutch actuating means requiring the concurrent use of both hands of the operator to trip the press. Unless the distance to the nearest fixed pulley, clutch, or hanger exceeds the width of the belt used, a guide shall be provided to prevent the belt from leaving the pulley on the side where insufficient clearance exists. The requirement in paragraph (h)(3)(i)(C) is intended to prevent degradation in stoping speed from higher air pressure. If there are no valid requests for a hearing, based on the application, supporting documents, staff recommendation, evidence and public comment, the Assistant Secretary shall issue the final decision (including reasons) of the Department of Labor on whether the applicant has demonstrated by a preponderance of the evidence that it meets the requirements for recognition. (10) Counterbalance means the mechanism that is used to balance or support the weight of the connecting rods, slide, and slide attachments. The total system design shall be certified by the manufacturer as complying with all requirements in 29 CFR 1910.217 (a) through (h) and this appendix A. The unused run of the sanding belt shall be guarded against accidental contact. (8) Die handling. When the bearing surfaces become worn, warped, sprung, or damaged they should be trued or refaced. (iii) Suitable reinforcement shall be provided for the ceiling rafters or overhead floor beams, where such is necessary, to sustain safely the weight and stress likely to be imposed by the guard. 1910.144 Safety color code for marking physical hazards. 1910.157 Portable fire extinguishers. (3) Each disk sanding machine shall have the exhaust hood, or other guard if no exhaust system is required, so arranged as to enclose the revolving disk, except for that portion of the disk above the table, if a table is used, which may be necessary for the application of the material to be finished. This clearance shall not exceed one-sixteenth inch. 1910.1017 Vinyl chloride. Tr = Longest response time, in seconds, of all interposing control elements between the presence sensing device and the clutch/brake operating mechanism(s). 1910.216 Mills and calenders in the rubber and plastics industries. Air controlling equipment shall be protected against foreign material and water entering the pneumatic system of the press. If a hearing is requested, it shall be held before an administrative law judge of the Department of Labor pursuant to the rules specified in 29 CFR part 1905, subpart C. c. Similarity analysis may be used in lieu of tests where it can be shown that the article is similar in design, manufacturing process, and quality control to another article that was previously certified/validated in accordance with equivalent or more stringent criteria. Each recognized third-party validation organization and its validating laboratories shall: 1. The requirement in paragraph (h)(2)(ii) defines a high torque capability which should ensure fast and consistent stopping times. (See paragraph (d)(5) of this section.). (iii) Following a die change, the safety distance, the proper application of supplemental safeguarding, and the slide counterbalance adjustment (if the press is equipped with a counterbalance) shall be checked and maintained by authorized persons whose qualifications include knowledge of the safety distance, supplemental safeguarding requirements, and the manufacturer's specifications for counterbalance adjustment. (e) Inspection, maintenance, and modification of presses -. (5) Excluded machines. 1910.119 Process safety management of highly hazardous chemicals. The time increase allowed shall be limited to no more than 10 percent of the longest press stopping time measured at the top of the stroke, or 10 milliseconds, whichever is longer. The removal of a hand from any control button shall cause the slide to stop. The manufacturer shall design a set of integrated tests to demonstrate compliance with the following requirements: Sections 1910.217(h)(6) (ii); (iii); (iv); (v); (vi); (vii); (viii); (ix); (xi); (xii); (xiii); (xiv); (xv); and (xvii). The employer shall provide clearance between machines so that movement of one operator will not interfere with the work of another.
